The study is devoted to the Russian army, the Cossacks, and their relationship with the authorities. Robert McNeil, on the basis of the study of the situation and the military-economic status of the Cossacks from 1855 to 1914. came to the conclusion that by the beginning of the First World War the Cossacks were only a military force with an inefficiently operating economy and an anachronism that survived its expediency for the state. With the strengthening of the statehood and the expansion of the state to the border areas, the Cossacks had no choice but to enter the state organism on the conditions of serving the service, preserving, with the gradual withering away of some former liberties, or disappearing. Subsequently, the Cossacks as an estate, Cossack troops as a socio-economic and military-political institutions inevitably had to disappear. What happened in the post-reform period, and these processes were completed during the Civil War and Stalin's modernization.
